A: Windows 10S is not yet available. As far as I know, 10S debuts on the Surface Laptop which won't be available until the middle of June and it'll be a thousand bucks
B: For the first year, Windows 10S can be freely upgraded to Windows 10 (at least on the Surface Laptop, which will, again, be the first device sporting Windows 10S)
