For Wifi handling by KSM under 4+ FW one needs to have KSM 08 with the latest patch. KSM 07 won't do, and one would have to upgrade to KSM 08 + patch. There is however no reason to reinstall KSM "[e]very time you do a kobo firmware upgrade." For handling Wifi from within KOReader, it does not matter which version of KSM on has.
BTW: The version of KSM that I am running provides "update" and "update controlled," and gives a recommendation which one to use when you open the update menu. It provides also a means to fine-tune the controlled update. For instance, I prevent copying certain font files that I do not want. The drawback however is that ascertaining which update to recommend is a time consuming process when the update file is huge, as the FW upgrades always are.
