None of the conversions will give you a good result. Some might be decent (depending on the source PDF), but never good.
Your best shot would be to OCR the PDF and then manually create the ePUB after (or while) correcting the text. There are various software options available for that. For OCR there is a big difference in quality between the commercial software and the Open Source software. For creation of the ePUB the Open Source software is better than the commercial alternatives.
