What you described sounds normal for a Kobo device that has been through a factory reset and powered off before doing the setup. It displays a screen to tell you to connect to the PC. They assume you will start the desktop application to do the setup. But, if you turn it on, it will take you through the setup and you get a choice of WiFi or PC setup.
