Definitely get the third card. I used to have a bunch of cards but now I only use four (King County, Seattle, Pierce County, Timberland). The smallest of the bunch is Timberland and I keep it because it is small. Although it doesn't have the selection that larger libraries have, for popular books I find I can frequently get them quicker because of shorter waitlists due to fewer users.

Hope your library does well on its own.
