Did you use Send to Device?
Each device driver has a configuration of which formats and format priority (for when multiple suppurated are present). You can change these (and do it wrong )

With the device connected: On the Device icon: Configure

For newer Kindles AZW3 is my top, followed by Mobi, followed by other AZW
