I bought my Kindle from a Swedish approved reseller (a brand new unopened Kindle), and there was 100000% nothing like that in the options I had available. Amazon doesn't ship to Sweden for some reason.
Also calling it a "discount" is just a matter of phrasing. The other way to look at it is there is an upcharge if you want a Kindle without ads.
