Forget it. What you want is a top-of-the-line device, which are impossible to find at the max of $250.
I wanted the same (except that waterpoofness, that's only found in very high-end smartphones). I finally settled on an Asus, but that one was about €350. 8", fast, good battery, and easy to hold. And it's even not ages behind in Android version (I think, I don't know a lot about Android, being a windows person...)

If you want an active pen, you really should look carefully, as both Samsung (who has the s-pen) and Asus (who has the z-stylus) have two identical models, of which only one has the active pen. You have the Galaxy Tab A 10" with S-pen vs the Galaxy Tab A 10". And the Asus Zenpad Z580CA vs the Asus Zenpad Z580C.
