I think you're unlikely to find a waterproof tablet that fits your needs.

I recently got a Galaxy Tab A 10" with S Pen. That comes with the stylus built in. I got it on sale for $250 but the regular price is $329. It goes on sale for $280 fairly often.

It does have an 8 mp rear camera. I haven't used it so I have no idea how good it is. The reviews say it's okay but none of them rave about it. It's fairly fast and gets excellent battery life. Samsung says 14 hours which I doubt but it certainly gets better battery life than any tablet I've had, including the couple of Ipads I've had.

It comes with a stylus but if you don't get the one with the stylus included you can't use it with a digital stylus. Only the one that comes with it has the digitizer in the screen. You can use any tablet with a capacative stylus but don't expect too much from that.

It's not particularly thin or light. It's a bit on the heavy side although not very heavy. It's thicker than most tablets I've owned but it's not particularly thick.

Most tablets these days fall into one of two categories: budget or flagship. $250 puts you in the high end of the budget category. You have to make a few sacrifices. That said, I'm really pleased with this thing. Some of my earlier tablets included Ipads and Galaxy Tab S and a few other flagship tablets and I think this is the one that best fits my needs. I didn't keep the Tab S very long. I also didn't keep the Ipads that long. This one, for me at least, is just right.
