In any case, it is a matter of risk assessment and usability. I have a choice of putting the device in my pocket, carrying in my hand, or putting it in my backpack. If I carry it, I could easily get bumped or otherwise lose my grip and drop it. That's a much bigger risk than putting it in my pocket. If I put it in my backpack, I have to take it off my back open it, put the device in, walk to the next bus/train, take the backpack off, open it and get the device out. Very inconvenient. And, if you think about, the risk of dropping the device while trying to put it in or take it out of the backpack with people walking by is fairly high. Overall, putting it in pockets is at least as safe as any of the alternatives. And much handier. Overall, the risk of putting the device in my pocket is acceptable.
It's time to stop your anti-pocket campaign. Just assume we are all adults, or reasonable facsimiles thereof, and accept that we are capable of making informed decisions on this.
