What about a sales model where I can borrow a book from the local public library for no charge (other than buried in my tax bill)?

The only place I can see any use for URMS would be in an educational environment for textbooks. And even there only if the support is available on an overwhelming majority of devices and operating systems. (Windows, Mac OSX, Linux, Android and iOS at a minimum).
