Because the Hugo and Nebula Awards (and others, but Tor caters to the Fantasy/Science Fiction crowd) split books up into Novels (40,000+ words), Novellas (17,500 - 40,000 words), Novellettes (7,500 - 17,500 words), and Short Stories (7,500 and less) so they follow suit.
