That is odd indeed.
The real concern isn't so much the battery itself overheating but rather igniting the packaging. And the risk of that is the same for loose batteries regardless of what else is in the package.
Sounds like a snap judgment by a bureaucrat somewhere who didn't think things through. The odds of any single battery going are low but sooner or later...

We really need to start moving to supercapacitors or Lithium-free designs.
