Is that only in the US? I've certainly sent packages containing lithium batteries (e.g. secondhand readers with lithium batteries) by airmail within Europe. The post office sticks a large "contains a lithium battery" sticker on the package, but there's no restriction on sending it.
EDIT: just checked, and the "rules" with Royal Mail are that you can send lithium batteries that are either contained in, or posted with, electronic equipment, but you can't send lithium batteries by themselves. How very odd!
