If the feds banned all electronic devices from both checked and carried baggage, the airlines would be able to sell onboard access (at a premium) to the cloud where passengers would be able to access their data (music, videos, documents, etc) using airline provided terminals.

The airlines would then contribute large campaign donations to Congress in order to keep this cash cow. In return, the feds would monitor the data accessed by passengers. A win-win for both business and government; and all in the name of security.
