If their primary target with the promo is people who aren't normally eBook readers then PDF makes the most sense as most if not all computers nowadays have PDF reading software installed on them. Many people when they try an eBook for the first time do so on a laptop or desktop computer (which generally don't have an ePub or Mobi reader unless you add one).
Harlequin has done various Try Harlequin freebies in the past in ePub, prc/Mobi and PDF at various times. It appears this time they chose PDF. Best would of course be if they did a choice of multiple formats which IIRC they have done in the past.
