The answer to that is: it depends.

When Kobo release firmware, they do not release it to all devices at the same time. They usually do this over about a month. Who gets it depends on the affiliate for their account and the location. This means that some people in Canada get it very quickly, but it can take a month to reach Australia. There are also some affiliates that don't take all updates. Rakuten in Japan is an example.

What that means is that if you sync your device to the Kobo server, it will check if there is an update. If there is, then the update will be downloaded and installed. If there isn't, the sync will continue. So, the latest firmware for your device is the firmware that was on the device after your last sync.

Having said that, the latest firmware released is 4.3.8966. It is being released for all devices except the Mini. I believe it is being released quickly to everyone, so it should available to everyone within a week of release. If you sync now, you will probably get it.
