In the Settings part of Manage Your Content and Devices do you have Whispernet Delivery Options set to Enabled along with something set for the Maximum Charge Limit? It costs $.15 per MB in the US for Personal Doc delivery over 3G and possibly more in the UK.
There is a note in that section on the MYCD page that says...
"Personal documents exceeding the maximum charge will not incur a fee and will only be available for delivery via Wi-Fi or USB transfer."
