You could try the following method, which works for some Kindles and some problems:
  1. Connect the Kindle Paperwhite to the PC via USB.
  2. Create an empty DO_FACTORY_RESTORE file in the root directory.
  3. Safely disconnect the reader from your computer.
  4. Reboot your Kindle by holding the power button.
