Kobo bumped the database version, but didn't change anything in the database structure. They fiddled with the data, but not anywhere that affects the driver.

The error means the database is corrupt. You can check this using the Kobo Utilities plugin or an SQLite database management tool. If you have a recent database backup, you can restore that. Otherwise, the solution is to sign out of the Kobo account on the device and let the device create a new database when you do the setup.
