There is no real way to know for sure that a book can be legally sold as an EPUB in your country.

Others have talked about Worldcat or Goodreads, but that will generally only show if the book was released as an ebook sometime, with no real knowledge of whether it can be purchased right now in your country.

If you have access to an Overdrive library for your country, you can always look to see if the book can be recommended for purchase by your library. If so, it's fairly certain that it's legal to buy in your country...you'd then have to find a retailer.
