You posted that you had already registered the device.
You posted that you had removed special offers.
There is no other reason to connect with anything on-line until you have completed all steps.
In fact, the next step will install a much earlier firmware version.
If you let the Kindle connect on-line after that, it will automatically update to the most recent version.
Which means you will have to start over at step #0.
"reset" on most firmwares does not take it back to the select language step.
If you have read the directions, you know you can't let it sit at that prompt because you need to access the USB storage area from your pc.
If your device is prompting for you to select a language, then select a language.
Next it will ask if it can scan for wifi connections, let it do the scan.
After that, the next prompt will be to allow it to connect.
Look closely at the screen, you will find a "complete later" choice. Usually in small print, in a lower corner of the screen.
Select "complete later".

I do not understand why you are the only person in tens of thousands of people over the last 8 months that is encountering this problem.
Maybe you are just lucky to be the first.
Post the first six characters of your serial number and the current firmware version shown in the device info panel please.
