This is the solution that I use, and even this isn't completely reliable since Amazon seem to operate on a trust system, i.e. they don't go out of their way to validate if the person uploading the ebook has the actual rights to the book. But the vast majority of times, dodgy ebooks get removed as soon as someone complains about it.
You pays your money, you take your chances.
