There's no such central register. Indeed, there isn't even a central register of ISBNs - every country has it's own range of ISBNs and manages it locally.

But the practical approach is that if it isn't in one of the major stores, and doesn't turn up in an author-run store via a google search, then there isn't a legitimate ebook version.
