This has been suggested and worked for others. Another suggestion is to use the "Repair account" function in the "Device Information" screen of the settings. This effectively forces a download of all purchased books and related information and will include collections. The third way has been on a subsequent sync the collections have been redownloaded.
Unfortunately, none of these will revive the collections for sideloaded books. These are not sent to the server (the collection is, but not what sideloaded books are on it) and hence cannot be recreated by the server.

Probably, but Kobo have stated they are doing A/B testing. If enough of the people who get the new home screen don't like it, they might not roll it out further without major changes.
