There are two other possibilities, they may have previously uploaded to Kobo before deciding exclusively with Amazon and because they sold so many books at Kobo, they forgot they put it there. Or they may have used a third party upload service and it hasn't been taken down everywhere yet.
The author will get an email from Amazon giving them so many days to get their books off the other site(s) or they will be pulled from Select and not get any of the KU money.
