Free Library of Philadelphia is what I used. 50 US dollars for 1 year, huge selection across all formats- not that simple to set up or renew at the time but that may have changed.

overdrive is Over-rated, particulary as they pretty much broke the checkout process unless you tracked down an obscure specific old version of ADE

Also the uk library overdrive selections are overweight in fashionable drek so if screwing with werewolves ( aka paranormal romance) is your thing, then you are in luck, proper storytelling much less so
