A chap I talked to years back told about a big construction project in Montreal. Most of the construction workers would be French-speaking Quebecois, so someone decided to import French-speaking foremen from Paris.
It wasn't long before the Parisians were sent back home and English speaking foremen were hired so it would at least be
explicit that two different languages were in use.
