You probably are using Kindle for PC 1.19.x and that downloads KFX where possible. KFX is not currently able to have the DRM removed. Once the DRM is removed, then it has to be worked out how to convert KFX.

You may be able to roll back to an older version of "Kindle for PC" that still uses the older KF8 format; alternately, you may also be able to use the "download and transfer via USB" method detailed in the other thread.
