FanFicFare uses the date times as given by the sites. Most sites only give dates without times, so TZ differences between site and user are less noticeable. XenForo sites (SB) do give time, so it's also recorded.
I could potentially add a feature for offsetting times, but Python does not do a good job of handling timezones without adding extra libraries. I'll think about it, but unless this is a problem for lots of people, it's not very likely.
