No, it is sleep, not low power mode. It is sleep for the CPU and other hardware. Lower power mode would mean the CPU was running, but a lot slower than the maximum it can.
The problem is that we are using the same word to describe different things. Alan_s wasn't clear about what he was really referring to but reading the full post made it obvious.
