Amazon considered this an odd failure and agreed to do an exchange. I did another factory reset to eliminate any traces of the jailbreak, and sure enough, 3G came back.

Do step 8. Update the firmware. That should fix the problem.
The firmware you downgraded to is factory. The firmware you need to put back is customer.
Finish your jailbreak.
