I have read many quotes over the years that romance readers support more than half the overall publishing business. I don't know if that's true or an over-generalization, but I do know romance readers often read a book a day (or ever 2 days). I've been listening more than reading lately, but at one point, I regularly read between 150-200 books per year (depending on the year, various mix of romance and mystery).
I think issybird has a point that - at least in digital books - there doesn't seem to be a stress on meeting the overall needs of the library's clientele.
I would suggest it has more to do with the fact that many ebooks have limited time periods (e.g., 1 year or 26 reads). Buying a $50 esoteric volume that might not be read more than 2-3 times in that limited time frame is probably considered poor use of library funds. They'll buy the hard-cover book, which has the potential for years of life on the shelves.
