All the stories I've seen out of the UK are that their libraries are getting their budgets cut something fierce. Not sure quite why. I do recall one politician suggested closing all libraries and giving everybody a Kindle Unlimited subscription.

In the US, libraries have spent decades serving as community information centers and not just pbook repositories so the shift from dead tree pulp to digital is just another tweak to their operations. Money is short but they adapt.
