If you want to install the greatest range of apps on your device you could go with Kitkat, but if you want the latest Onyx apps go with ICS. I haven't used ICS in awhile as I don't use any of the Onyx apps, so I have limited perspective.
You could always flash one or the other, try it, then flash the other. I've done that several times. Be aware that sometimes you need to flash the same rom more than once. Dunno why, it just seems unstable sometimes until you flash again.
