The other of my computers is also a Windows 10, 32 bit; the one of my wife is Windows 10, 64 bit. The language settings are all german, and I suppose (as nobody changed something in the default settings in this point), they are all Unicode/UTF-8. Neither would I know how to change this settings, nor how to check them out, so it ought to be standard. Except the regular Windows updates, I didn't change anything at the system settings, and not at all in the registry.
Yesterday, I deinstalled the plugin, closed Calibre, started it new, reinstalled it and started again, but there was no change.
