It's probably harder to tell when the publisher lies, and claims a 2016 copyright like Laconia did. When there's more than one Kindle edition, especially when the Kindle editions are from multiple publishers, it's almost certainly in the public domain. I think a few publishers mining the PD do it themselves, but a lot just start with versions out of PD ebook libraries, like the one here and Project Gutenberg, although I'm sure a lot probably start with OCR of scans at archive.org, Google and Hathi Trust.
