Reading the README . . . .
It says the examples default to ARM, but if you are using Intel, you have to change the default.
That seems to say that Windows Universal will not run ARM code.
Although there are QEMU binaries for both 32 bit Windows:

It could be that MS is just a little bit behind the curve, **in public** at least.
A Windows based developer's forum is probably the place to get current advice.
All of the above stuff might be actually ready to use **in practice** and the details just haven't filter through the MS bureaucracy into public sites yet.
A Windows developer's forum should have the latest information.
My Windows knowledge since Win95 is limited to how to get rid of it, if it shows up pre-installed on some hardware I purchase.
