Sure.
Do not use USB networking.

Take the root file system from one of Amazon's update images (see: KindleTool);

Install a Linux VM on your windows machine.
Make the mount point directory wherever you desire.
Enter the mount command.

If you want to run the code (and you have an Intel/AMD based PC, rather than an ARM based PC) -
Set that directory up so that Linux will transparently run ARMel binaries.
