My parent's internet is through the electric company. Their modem is mounted on the outside of the house. We had the option of renting a separate router from them or buying our own. We bought.
At my house we could rent or buy a modem and router. This is cable. We bought, so unless we also bought a router we would not have wifi in the house.
Pretty sure my neighbors when they had DSL had separate modem/router also. They had to buy a router.
I think there are many different combos out there and we should not assume everyone has wifi. Or even internet or cell coverage for that matter. When I visit my in-laws they have no internet and their cell coverage in the area is spotty at best. I would drive into town to maybe get lucky and get a cell signal.
