As a Canadian and former Scribd subscriber, I suddenly found I lost access to a lot of books due to geo restrictions. I don't remember how long ago that was, but I cancelled my subscription shortly afterward and I haven't felt enticed to return. Scribd uses the billing address if whatever payment info you give them.
