It may not be locked as such, could be corrupt, as the FAQ says, NAS file systems are often incomplete, flaky etc.

You could try moving the library onto a local drive and rebuilding the database at that location via Library Maintenance->Restore Database. Whether you then transfer the library back to the NAS is up to you. But your planning assumption should be that it won't work, and even if it does it may not be for long.
