Not sure if this is a Kobo issue. I can download a library book on my computer using ADE and it still syncs to my KA1. Are you using the Overdrive app to download the books on your computer/phone? What does the library web site show for the book status?

After the search, if you tap on the All next to Show:, OverDrive is one of the options which limits the search to OverDrive available books. I've attached a screenshot of what I see using that option.
