I second Georgette Heyer. She's a bit uneven, I'd suggest trying "Venetia", "Frederica", or "Cotillion".
Note: "The Grand Sophy" is marred by blatant anti-semitism -- there's a minor villain who fits just about every racist stereotype about jews you can imagine.
You've read Jane Austen, I assume?
Of modern authors, my favourite is Courtney Milan. "The Governess Affair" is free right now.
If you're willing to try science fiction: "Local Custom" by Sharon Lee and Steve Miller. They've written a lot of books from the same universe. Not all of them are romances, but this one is. (They're all good -- at least all I've read.)
