Agency pricing doesn't prevent reward and rebate schemes. HarperCollins was still allowing rebates on purchases of its books at OmniLit for a long time after the change to agency pricing, and Kobo's current superpoints reward scheme allows points to be earned from all ebook purchases including those from publishers using agency pricing.
