Now how it could be done in some states, but not others seems to be a problem. But, likely zip codes do not cross state lines, so if you are in one of the zip code in a permitted state, they'll do it; but if you're in a zip code in a state where it is not permitted, they won't. That's my best guess.

But, I've got to believe that it's illegal in one or more states. It might even be illegal within certain liberal, progressive cities which have tough consumer protection laws.
