I don't pretend to know how Kobo operate, I merely see that there has been a constant shortage of devices, differences between batches that have been released so far and, judging by this forum and personal experience, there is a high return rate.
If your returns exceed a certain rate, it's part of a normal QA process to look into production.
The only Chapters/Indigo employee I know well enough to ask questions of was kind enough to share that at their store, the return rate for the KA1 was much the same as any other Kobo ereader and pretty much the same as their return rate for other electronics. This represents a small sample size and any conclusions drawn from it should be taken with a large quantity of salt.
