Also the only reason an upload would take that long is 1. The author is not going direct with Kobo and is using a 3rd party to do the upload 2. There was a problem (such as it did not pass epub check or cover had issues) 3. The author didn't upload in order to take advantage of some sort of Kindle deal for a specified time (by going exclusive).
The third part upload is the most likely issue based on what you are describing. Authors have to plan for that if they choose a third party route.
