Unfortunately, as far as I know there is no legal market for dictionaries in the Kobo format.

(I point out that Kobo does not even provide an official specification for their dictionary format, which has been reversed engineered by me and other users of MobileRead.)

The only legally purchasable dictionaries (not bound to their own app) are in MOBI format. Unfortunately, due to its complexity and the existence of different versions over time, MOBI is not supported by Penelope. Furthermore, converting a dictionary in MOBI format to any other format is probably a violation of the terms of service implicitly or explicitly accepted by the purchaser (this might or might not be true, and depends on the publisher and/or the online store).
