gbegno - based on the tone of Kovid's response I would guess this very rare issue has been around for a long time. And by going all the way back to 2.20 and finding the problems is still there, you've confirmed it's a condition peculiar to your system
Try a
lightweight registry cleaner, I favour Piriform's CCleaner, I've been using for at least a decade and it has never cause me any grief, whereas some of the others can create more problems than they cure.
If that doesn't fix it you could try running the
System File Checker
You could also try installing the Portable version.
